Minhang District People's Govern-ment, Wujing Town People's Govern-ment and Shanghai Zizhu Hi-tech Zone (Group) Co., Ltd. signed the Frame-work Agreement on Constructing Shanghai Zizhu Hi-tech Industrial Development Zone at the conference center of Minhang District Government on the morning of February 26, 2018. Zhu Zhisong, the secretary of CPC Minhang District Committee, Ni Yaoming, the governor and deputy secretary, Shen Jun, the standing commissioner and deputy governor, the main leaders of the committees, offices and bureaus of Minhang District, the main leaders of Wujing Town, Shen Wen, the board chairman and general manager of Zizhu Hi-tech Zone and the top managers attended the signing ceremony. Deputy governor Shen Jun presided over the ceremony.

Deputy governor Shen Jun introduced the context of the contract, saying that under the support of Shanghai Municipal Government and Minhang District Government, Zizhu has made remarkable achievements by giving full play to its advantages in institutional mechanism since its establishment 15 years ago. The new “Framework Agreement on Constructing Shanghai Zizhu Hi-tech Industrial Development Zone” will be signed after careful investigation and in-depth research. This will further promote the development and construction of Zizhu Hi-tech Zone and Minhang regional economy.
Ni Yaoming, Zhang Wenqi and Shen Wen signed the contract on behalf of the three parties. Zhu Zhisong, Shen Jun and the leaders of Wujing Town and Zizhu Hi-tech Zone witnessed the signing ceremony.

Board Chairman Shen Wen expressed his heartfelt thanks to the leaders of Shanghai Municipal Govern-ment, Minhang District Government and Wujing Town Government. He said that with the steady improvement of the comprehensive strength, the raking of Zizhu Hi-tech Zone in national Hi-tech zones moves up every year. The economic indicators and the operation data have maintained double-digit growth for 15 consecutive years. Zizhu has obtained dozens of qualification from various related ministries and commissions. The enterprises in Zizhu Hi-tech Zone developed rapidly. The key projects are going on smoothly. With the improvement of basic traffic conditions, the supporting service function and the entrepreneurship system keeps improving with each passing day. Zizhu will grasp the new round of development opportunity, strictly implement the contract and make good use of the special fund for the development of Zizhu Hi-tech Zone. The next 5 years will witness a new round of development as Zizhu will invest a large sum of fund in the second phase of R&D base, the reconstruction of Zizhu Digital Hub, the second and third phase of Zizhu Digital Creativity Hub, technical financing and health care service area, Purple Bay and Lanxiang Lake etc. Chairman Shen Wen said that under the leadership and support of the leaders at different levels, Zizhu Hi-tech Zone will study the spirit of 19th national congress of CPC. Guided by Xi Jinping’s Socialist Thought with Chinese Characteristics in the New Era, Zizhu will open a new chapter in the construction process and make contributions to building the southern innovation center of Shanghai and the innovation function cluster area and building the "Oriental Silicon Valley”.

Party Secretary Yang Qijing of Wujing Town said that Wujing Town and Zizhu Hi-tech Zone is an integral whole with a common destiny in the development process. Wujing Town Government will continue to do a good job in service and provide good environment for the sustainable and healthy development of Zizhu Hi-tech Zone. This will let Wujing people enjoy the fruits of the development of Zizhu Hi-tech Zone.

Secretary Zhu Zhisong said that Zizhu had made remarkable achieve-ment. Zizhu and the enterprises have maintained a good momentum of development, which fully proves that the system and mechanism of Zizhu Hi-tech Zone is scientific. Secretary Zhu pointed out that, after 15 years of development and construction, Zizhu Hi-tech zone has become a "golden signboard" in the regional economic and social development. The various functional departments, streets and towns should make the "golden signboard" shinier, brighter and hotter. Zizhu should play its role in the process of industrial structure transformation and upgrading. The CPC 19th National Congress proposed to build a "modern economic system". Secretary Zhu pointed out that innovation should be the first driving force for development to further accelerate the development of Zizhu Hi-tech Zone. Secretary Zhu requested that all departments of Minhang District should support the follow-up development and construction of Zizhu Hi-tech Zone to improve its own "blood-making" capability and strengthen the blood transfusion function. We should make good use of the operation system of Zizhu Management Committee so as to guarantee the development and construction of Zizhu Hi-tech Zone. Secretary Zhu said that the signing of the new framework agreement marked the new stage of the development of Zizhu Hi-tech Zone. It will bring profound impact on the development of Minhang District, Wujing Town and Zizhu Hi-tech Zone. He hoped that Zizhu sticks to innovative development concept, gives full play to its advan-tages in innovative resources, intensi-fies the development and construction, improves the service functions to promote the integrated development of the industry and city and make contribution to the construction of Shanghai southern innovation center. Finally, Secretary Zhu expressed his hope that all the parties take the signing of the new framework agree-ment as the new starting point and work together to write a new chapter in the development of Minhang District, Wujing Town and Zizhu Hi-tech Zone.
