Introduction
In December 2008, the General Office of the CPC Central Committee forwarded the Opinions of the Central Talent Coordination Group on the Implementation of the Overseas High-Level Talent Introduction Plan, in which it is recommended to build consensus, to fully mobilize the initiative of local authorities and departments, to establish efficient working mechanisms, and to organize and implement high-level talent recruitment programs at the central, national and local levels. It is also highlighted that starting from 2008, the national key innovative projects, key disciplines and key laboratories, enterprises and state-owned financial institutions, high and new technology industrial development parks, etc. should introduce and give priority to support a number of high-level overseas talents to undertake innovation and entrepreneurship projects in China in the following 5-10 years.
After Zizhu High-Tech Park was approved by the Organization Department of the CPC Central Committee as the “National Overseas High-Level Talents Innovation and Entrepreneurship Base" in 2009, Zizhu High-Tech Park seized the historical opportunity of introducing overseas talents, updated the policy of talents attraction, improved service mechanism, implemented the overseas high-level talents introduction plan, and attracted a great number of overseas high-level talents. Zizhu "High-Level Overseas Talents Innovative Entrepreneurial Base" set up a special fund and space for high-level overseas talents, provide interest-free loans, startup-cost subsidies, venture funding support, and related business consulting and coaching. Thanks to a complete service platform of Zizhu High-Tech Park, Zizhu "High-Level Overseas Talents Innovative Entrepreneurial Base" can provide overseas high-level innovative and entrepreneurial enterprises and talents with services ranging from salary, social security, housing, taxation, children's schooling, spouse placement and others.
Based on the status quo of Zizhu "High-Level Overseas Talents Innovative Entrepreneurial Base", Zizhu High-Tech Park proposes to introduce another 200 overseas high-level talents for the next 12th five-year plan from 2011-2015, to provide strong talents pool for the strategic development of Zizhu High-Tech Park and to enhance its status of Minhang talents highland.
