The cooperation agreement signing ceremony between Shanghai Zizhu High-Tech Park and Hai'an High-Tech Park was held in Zizhu High-Tech Park on the morning of September 9, 2025.

Shanghai Zizhu High-Tech Park is a key technological innovation highland built by the city of Shanghai, and it is also the only national level High-Tech Park operated by private economy. It gathers many Fortune 500 R&D centers such as Microsoft and Intel, as well as well-known domestic technology enterprises. As the main battlefield for economic development and technological innovation in Hai’an, Nantong, Hai’an High-Tech Park ranks first among provincial-level High-Tech Parks in Jiangsu Province in terms of comprehensive strength. It is the first provincial-level High-Tech Park north of the Yangtze River with industrial invoicing exceeding 100 billion yuan.

This cooperation between the two parties established a new regional collaborative development model between a High-Tech Park and a provincial High-Tech Park, featuring “school-local cooperation + industry-innovation integration + incubation-investment interaction". The model will be carried out in three dimensions, namely “base + fund”, “incubation + transformation” and “Zizhu + Hai'an. This is not only the first cross regional collaborative exploration between Shanghai Zizhu High-Tech Park and a provincial-level High-Tech Park, but also the first two-way cooperation model that adopts the full chain of incubation, investment, and industrialization. This marks the beginning of a new chapter of collaborative development between the two regions, and jointly opens up new explorations for higher quality integrated development in the Yangtze River Delta.

The Representatives from governments, universities, industrial parks and entrepreneurs from both regions gathered together to witness this important moment.

Mayor Wu Qiang delivered a speech on behalf of Minhang District and Zizhu-High Tech Park, saying that Minhang District and the city of Nantong are both core components of the Yangtze River Delta region, with extensive exchange and cooperation foundations and natural advantages in areas such as economy, commerce and culture. The signing of the cooperation agreement is a vivid practice of the Yangtze River Delta High-Tech Park's requirements of "building an innovation community and promoting deep integration of science and industry". It is also a new exploration for Zizhu to serve national strategies, expand development space and optimize innovation ecology based in Minhang, Shanghai. Minhang District will work hand in hand with Nantong to achieve the goal of "jointly building platform, sharing industry chain and industry ecology". Both sides will further improve cooperation mechanisms, strengthen communication and exchanges, and provide greater support for the cooperative development of the two High-Tech Parks to promot the development of the two areas to a new level!  

Mayor Zhang Tong stated that in recent years, Nantong has seized the opportunity of integrated development in the Yangtze River Delta, fully serving and supporting Shanghai to play a leading role, actively undertaking and transmitting the radiation of Shanghai's "five centers", and continuously accelerating the pace of high-quality development. As the "vanguard" of Nantong's economic development, Hai'an's High-Tech Park is an important engine driven by innovation. Today, the signing of the cooperation agreement between Hai'an High-Tech Park and Zizhu High-Tech Park is not only a practical action for the comprehensive implementation of the national strategy for the integrated development of the Yangtze River Delta between Shanghai and Nantong, but also a vivid practice for promoting the deep integration of scientific, technological and industrial innovation. Nantong will fully support the strategic cooperation between the two High-Tech Parks, and work together to develop new quality productivity and create a better future while sharing the integrated development strategy of the Yangtze River Delta!

Subsequently, all attending guests watched the promotional video of Shanghai Zizhu-High Tech Park and listened to the comprehensive introduction of the Hai’an High-Tech Park including location, transportation, industrial characteristics, innovation platform, business environment, and future development layout.

Under the joint witness and enthusiastic applause of the attending leaders, Shanghai Zizhu High-Tech Park and Hai’an High-Tech Park signed a strategic cooperation framework agreement. Haian High-Tech Park Science and Technology Innovation Park and Shanghai Zizhu Entrepreneurship Incubator respectively signed two specific cooperation agreements for the operation of Haian (Zizhu) Collaborative Incubation Center and Zizhu (Haian) Industrial Transformation Base, forming a "1+2" cooperation agreement system.

During the event, both parties jointly unveiled the Haian (Zizhu) Collaborative Incubation Center and Zizhu (Haian) Industrial Transformation Base. The Hai'an Zizhu Equity Investment Fund jointly released by both parties will focus on Shanghai Jiao Tong University Concept Verification Center Technology Transformation Platform to provide financial support for High-Tech projects such as semiconductors, commercial aerospace, new materials and new energy and artificial intelligence.

Subsequently, Zhang Li, the CEO of Shanghai Jingteng Information Technology Co., Ltd.，the first batch of project representatives who settled in the collaborative incubation center and Zhou Shijie, the representative of entrepreneurs in Hai'an City and also the Chairman of Welm (Shanghai) Minhang Company, made exchange speeches. The sincere words of the two entrepreneurs explained the development significance of platform construction and policy design in serving enterprises, empowering innovation and other aspects.

Finally, Deputy Director Li Youping congratulated the successful signing of the two High-Tech Parks and pointed out that promoting cross regional cooperation and collaborative innovation in national High-Tech Parks is an important measure to implement the national regional development strategy, improve the macroeconomic governance system, and promote the construction of a new development pattern and high-quality development. The Torch Center will continue to support the innovative development of Zizhu High-Tech Park and Hai'an High-Tech Park. He hopes that both parties can take this signing ceremony as a new starting point, strengthen complementary advantages, and follow the path of reasonable division of labor and optimized development according to their own conditions, forming a new pattern of mutual benefit and win-win situation. Both parties strengthen resource sharing, deepen cooperation in industrial innovation, factor sharing and institutional innovation. focusing on high-end equipment, new energy and smart grid, new materials and other tracks, the two parties jointly builds "enclave laboratories" and "remote incubators", and implement a two-way enclave mechanism of "Shanghai R&D and Hai'an transformation". Both parties should strengthen path exploration and create highlights and characteristics in effectively promoting the interconnection of industrial and supply chains, rational allocation of factor resources, etc., summarize replicable and promotable experience. Both parties should make the cooperation solid, deep, and effective so that it can become  a "High-Tech sample" for cross regional collaborative innovation.

The signing ceremony came to a successful conclusion in warm applause. Both parties will take this cooperation as an opportunity to work closely together and make new and greater contributions to the high-quality development of the national High-Tech Parks and the integrated development of the Yangtze River Delta.
