In the morning of April 7th, 2005, Mr. Hu Yanzhao visits Zizhu Science-based Industrial Park with a delegation from Shanghai Municipal Economy Committee to research on Zizhu Park. The delegation members include Mr. Huang Furong, the general secretary of Minhang District Communist Party, Mr. Chen Jing, the governor of Minhang District, Mr. Zhang Wenyue, Minhang District Communist Party Office, Minhang District Government Office, Minhang Work Union Committee, Minhang Foreign Economy Committee, Minhang Planning Bureau, and government officers from Wujing Town. Mr. Shen Wen, the chairman of Zijiang Group and president of Zizhu Science-based Industrial Park, Mr. Xia Guang, the executive vice president of Zizhu Park, Mr. Chen Yong, the vice president of Zizhu Park accompany the delegation.

Mayor Hu listens to the reports from Mr. Huang Furong, Mr. Chen Jing, Mr. Zhang Wenyue and Mr. Shen Wen, and watch the introduction video made for the two years anniversary.

After that, Mayor Hu gives an important speech. He pointed that Zizhu Park meets the need of Shanghai’s strategy of “ Prosper the City through Science and Education, and Zizhu has become a intensive area for technology, human resource and intelligence. It will definitely become an area for high technology achievement and an important sample base for “ Prosper the City through Science and Education.” He hopes that Zizhu can take the chance to develop itself by applying its current resources in a effective way to build a high technology industrial chain with giants companies as the keys. He also hopes that Zizhu can close combine the research and development bases with the development of surrounding areas to create a new comprehensive area around both the riversides.
Mayor Hu also expects Zizhu’s advanced system and mechanism can help to build a broad platform for “ manufacture, study and research” to develop as a whole. It is recommended by Mayor Hu to establish a flexible mechanism for professors in university to work part timely in companies, to provide more opportunities for the masters or Ph. D, to link the park development with the cultivation of skilled workforce.

Mayor Hu also emphasize on the supporting facilities, such as Pujiang Forest Peninsular. It is expect that those factors needs to be actively jointed to make a park with Shanghai traditional cultural characteristics, a modern base for highly qualified human resource, an incubation for high technology industries.

Finally, Mayor Hu and the delegation visits Zizhu Digital Hub and Greenbelt along the riverside.

Mr. Huang Furong and Mr. Chen Jing, express in their speech, that Minhang District will follow the principle of municipal government to support Zizhu, not only financially but also more attention will be paid to Zizhu, to develop Zizhu into an important base for the strategy of “ Prosper the City through Science and Education, Prosper the Area through Science and Education.”
