In the morning of 20th June 2006, Shanghai Mayor Han Zheng, Shanghai Vice Mayor Yan Junqi and other leaders from the municipal government came to Shanghai Zizhu Scientific Park for the research about how to promote the application of all kinds of regulations about the promotion of municipal economy and society on a scientific development track.
Shanghai Mayor Han Zheng visited Intel Asia and Pacific Research and Development Co., Ltd, Microsoft Advanced Technology Center, Shanghai Hinge Software Co., Ltd. Zizhu Science & Technology Payoffs Show Room, Zizhu Science & Technology Innovation Service Center and Zizhu University Students and Teachers Innovation Center, companied by Head of Minhang Disctrict, Chenjing and President of Zizhu Scientific Park, Shen Wen. They paid particular attention to Zizhu University Students and Teachers Innovaiton Center. In Intel R&D Center, one kind of wireless handwritten pen drew many attentions, which can be used as a mouse and make electronic signature. Also, people put a premium on the wide-used Hinge’s software in public transportation area and Microsoft’s achievements, especially on the digital entertainment technology and the research upon mobile technology.
After that, at the symposium was held by Vice Mayor Yan Junqi in the conference room of Zizhu Scientific Park. Head of Minhang Distric Chen Jing, President of Zizhu Scientific Park Shen Wen, President of Shanghai Jiaotong University Xie Shengwu and Secretary of the East China Normal University’s Party Committee Zhang JiShun stressed their speeches. Mayor Hanzheng gave an important speech later after.
First of all, Mayor Han Zheng fully acknowledgeed the achievements Zizhu Scientific Park and advanced company operating system. He also pointed out that it was not a easy job to develop this virgin land from nothing to a well-designed living community that gathered many multinational companies and universities together within 4 years.
Mayor Han Zheng said, according to the National Science & Technology Conference, Shanghai’s tasks and principles for self-innovation were very clear and “36 Articles” of supporting policies had been formulated. What we should do next was to focus on implementation and key issues rather than behaving “3 emphasis and 3 negligence” that was “to emphasize on making policies but neglect implementation while policies researching, to emphasize on leaders’ opinions but neglect grass-roots’ while policies applying, to emphasize on forms but neglect mechanism while managing”. Policies should be applied stably and put into full play. Key issues should be paid close attention to and be solved as soon as possible. Mayor Han Zheng also said, “four-strengthening” had to be done while applying the “36 articles”. “Four-strengthening” means to strengthen policies detailing, harmonizing, guiding, analyzing and evaluating.
Mayor Han Zheng stressed that hi-tech park was the main carrier for self-innovation and should work harder to lead the way. Hi-tech park should emphasize on the function of innovation & research and unite the production and research together. Industrialization of research findings should be promoted by those technologies applying in many industries and developing the local economy. Also, hi-tech park was supposed to be the innovation base of government management and specially should have more flexible regulations and attract more talents.
Finally, Mayor Han Zheng said the municipal would fully support Zizhu Scientific Park’s development and hoped it would become a major driving force for Shanghai’s development and an important carrier for the promotion of municipal economy and society on a scientific development track.
